I'm confused - does this mean that while still crap the performance of Watford Council has improved since the change of control?
Certainly, but where I quoted "WEAK" above, Lib Dem leaflets distributed this week say the following:
"Watford Borough Council continues to make good progress... Strong leadership and improved focus have helped deliver improvement in priority areas."
I felt that if they could quote selectively, so could the lobster.
